This is a portfolio management role. As a Senior Investment Officer, you will work as a member of the deal team alongside dealing officers from both origination and portfolio teams. You will be responsible for all risk and client relationship aspects of assigned debt and guarantee portfolio transactions, from first disbursement to final repayment. You will work with portfolio clients in infrastructure, agribusiness, and social sectors, through both project finance and corporate finance structures.

 

Organizational Setting and Reporting Relationship

 

The position of Senior Investment Officer is assigned to the Portfolio Management Division (PSPM) within the Private Sector Operations Department (PSOD).

 

You will be based at our Resident Mission in Bangkok. You will report to the designated PSPM International Staff and will have secondary reporting arrangements to the Country Director, TRM.

 

Major Duties and Responsibilities

Credit Monitoring

  • Prepare periodic credit monitoring reports.
  • Analyze client financial data, problems and remedial actions.
  • Work with assigned senior staff regarding warning signals or potential problems in transactions; and design and coordinate remedial actions.

 

Project Monitoring

  • Lead and ensure adherence by clients to their obligations for submission to ADB of periodic reports.
  • Communicate with clients, and coordinate internally in case of covenant breaches or unexpected developments.
  • Work with internal and external stakeholders to design and implement remedial measures.
  • Monitor development effectiveness, and environmental and social management compliance, coordinating closely with internal specialists.
  • Lead and support client-relationship management, and plan and participate in meetings and business trips.

 

Disbursements

  • Lead and ensure processing of disbursement requests, verify compliance with disbursement conditions and loan covenants. Follow up on submission, completeness and validity of required documents.

 

Database Maintenance

  • Lead and ensure completeness and maintenance of databases for legal, financial, and security documents, throughout the project life cycle.

 

Project Reviews and Project Completion Reports

  • Lead, with a high degree of independence, assessment of financial and developmental performance of projects, including visiting sites and conducting interviews. Leading close internal coordination throughout.

 

Administrative and Planning Support

  • Contribute and lead in the planning of various initiatives designed to facilitate PSPM's interaction with other ADB departments.
  • Lead and coordinate the preparation of inputs for planning and budget exercises.
  • Participate and lead special projects, as assigned by supervisor.
  • Support knowledge sharing and strategy related programs.

Terms of Appointment

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ('Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
