Role purpose

The Program Manager role is employed within CI-Philippines Inc. (herein referred to as CIPI) and reports to Directors-CIPI and is pivotal in supporting the Director-CIPI align the Global Product Donation strategy to the local context, build and nurture critical partnerships across internal and external stakeholders, facilitate effective implementation and operational excellence, enable compliance with donor and government guidelines and ensure results.

Your role involves driving problem-solving, maintaining and leveraging stakeholder relations, enabling effective communication workflows, and promoting continuous improvement. Major Duties and Responsibilities

  • Provides input to the CIPI Director on critical organizational level decisions. This includes support the formulation of annual workplans, operating plans and budgets, specifically for the program department, in line with organization goals and donor requirements.
  • Assists and works closely with the CIPI Director to maintain an ongoing balance between multiple projects and activities.
  • Drives timely execution and cost-effective achievement of desired outcomes and results aligned to CIPI and CIKC standard operating processes and guidelines, goals and targets, child safeguarding practices as well as in compliance with government regulating agencies.
  • Oversees and ensure the efficient collection, storage, and distribution of product donations received, ensuring they meet internal Product Donation program objectives and local government regulatory standards.
  • Designs and administer program review and monitoring tools and information systems in the field for each program and undertake periodic monitoring and reviews of partners/field sites to track progress and adherence to established process, standards, and procedures, analyze budget utilization, program impact and outcome indicators.
  • Reviews existing program policies, guidelines, requirements, new initiatives, changes, issues, etc. to continually identify lessons learned.
  • Prepares and submits critical assessment/analytical data-based findings and reports to facilitate informed decision making. This would be on the feasibility and success of the program and/or identify and recommend and facilitate corrective measures for program improvement.
  • Develop proposals for savings and idle funds to ensure efficient utilization of funding.
  • Recruits, leads and develops an effective and efficient team aligned to CI Values. Manages performance of direct team members through establishing clear accountability, coaching, and development.
  • Ensures adherence to all statutes, organizational policies, business ethics, code of conduct, statutory regulatory guidelines, local laws, and regulations.This includes key internal purchase process and financial controls, audits as well as the segregation of duties.
  • Supports Director-CIPI coordinate with government regulating agenciesto ensure compliance for annual registration, renewal of licenses, accreditation, and permits including importation clearances etc.
  • Assists the Director – CIPI to elevate the role and local partnerships developed by CIPI, and identify, evaluate, and mitigate the risks associated with organization's donations, importation and distribution processes, property, finances, staff, goodwill, and reputation.
  • Collaborates with regional and global CIKC functions, to provide one-off or ongoing support as needed by CIPI.
  • Plans and initiates effective communication among partners for regular consultation, planning decision in relation to efficient use of GIK products. Ensures performance, and productivity as well as engagement with partners and agencies on GIK demand generation/requisition/requirements activities.
  • Encourages continuous improvement initiatives and leads change within a complex, ever- changing work environment.
  • Develops and enables a learning culture by ensuring constant learning and capacity building of team members accompanies program activities throughout the program cycle also partners with global teams and other stakeholders to share best practices, learnings.
  • Enables seamless information flow, breaks down silos, and stimulates effective collaboration across stakeholders within the global organization, agency as well as the community, maximizing collective impact for our children, youth, and families.
  • Monitor and ensure consistency, reliability, timeliness, and quality of all gathered information (database of partners/recipients and GIK products received) to ensure data integrity.
  • Regularly update and document progress and comply with timely submission of data and high- quality impact reports by Global Funding Partners, Department of Social Welfare and Development, Department of Health and other concerned government agencies.
  • Maintain an importation requirement checklist for medical supplies, medicines, and other product donations, that is kept up to date with most recent government guidelines, and regularly update CIKC on any regulation changes.
  • Collaborates with the Director – CIPI to plan and execute key stakeholder activities to identify, build and nurture strategic alliances with likeminded organizations, engage, and solicit feedback with diverse stakeholders both internal (staff, and volunteers) as well external partners like government institutions, other NGOs etc. at the district, national and regional level towards ensuring duty-bound distribution of Product Donations among agreed beneficiaries.
  • Supports the Director – CIPI to advance CIPI partnerships and presence in the region.

 

Profile

  • A bachelor’s degree or advanced degree is preferred, with a minimum of 5 years of relevant management and operations experience.
  • Knowledge and experience in program/project management, including monitoring & evaluation, activities with a proven track record in managing gift-in-kind (GIK) / product donations programs and budgets.
  • Excellent interpersonal and relationship-building skills, proven experience in tactfully building and leveraging partnerships with government and other organizations, as well as demonstrating respectful treatment of others and comfortable working across cultures and diverse environments.
  • Proven leadership and people skills, including recruitment, coaching, performance improvement, and conflict management, with the ability to inspire, influence, and empower diverse teams and build a culture reflective of CI values and expectations of high performance.
  • Strong analytical skills, with the ability to gather and systematically synthesize complex or diverse information, identify trends, and suggest improvements and innovations.
  • Tech Savy with good computer skills and experience in different learning and communication platforms and MS Office applications.
  • Learning mentality characterized by listening, humility, and openness/courage to change.
  • Fluency in English and Filipino with strong verbal and written communication and presentation skills.

Terms of Appointment

This role is field based and the incumbent has to be comfortable and willing to travel locally within Philippines to different provinces at least 50% of the time, there may also be requirement to travel internationally from time to time.
